Why did you not try option 1 or 2 in the link I posted? That described the process to get the old control panel tool for colours. Even using the new system menu colour panel the changes are instant - no rebooting needed. This makes me suspicious that there is something else not quite right with your setup. What windows version are you on and how did you upgrade?
Sorry, didn't get that far down in the reply. So I did just go through both of those steps---#2 was cool and did everything as laid out, but still does not change the background color of the taskbar (still is black)--all it changes (which the Windows 10 color setting also changes) is the highlight color of the taskbar (i.e., the color showing behind an icon when you are actually using that app and the color lines above the icons of the apps that are open and the color behind the open windows when you click on an icon).

The system I am running is Windows 10 Pro (version 1511), which downloaded and was installed yesterday.

    This really is a mystery

Do you mind temporarily changing your background picture a few times and using the setting to pick an accent colour from the background along with Show colour on Start, taskbar etc? Lets see if we can force the taskbar to change. Then you can put the background back to what you want and try the colour change again.

Also, turn the transparency off. When I do, it darkens a bit.

To add to Shawn's reply, this one will also give you the "Color and Appearance" option, and much more. Another goodie from @Brink! 'Personalize (classic)' context menu - Add in Windows 10 - Windows 10 Forums
Yess That's the one I installed a while back, I love it myself. Nice one TC

My apologies for being absent/non-responsive. After the last post, Windows 10 totally crashed on me--my user became corrupted and I had to establish a new one and have spent days migrating settings and files from one user to the other. I did the same thing once on a Mac a few years back and this experience on Windows takes the cake for being from Hell: lack of information on where application settings files and simple things (like the location of Outlook's contact info) made the task bar debacle seem like child's play. Nearly every quest resulted in misinformation from Microsoft (the options described just never seemed to be where they were supposed to be, or they didn't function) and sorting through countless forums. One of these years perhaps the Microsoft techies will stop spouting bells and whistles and just create some solid apps and processes that are integral to the system and not patched on like so many fungi. And then maybe Apple and Microsoft can agree on a compatible platform so we don't have to go through learning the intricacies of each system when things go wrong. (Rant done.) Thanks for your help--I'll come back to that task at some point (since it remains unresolved--the trick might be to get the task bar to be non-transparent--but, of course, when you click "off" in "make taskbar transparent" it does no such thing.)
