Hi there, welcome to the forums!
That would require more frames, resulting in a bigger file-size. I've decided to keep the total frames around 54 when I made those. That's the original Aero spinner times three: 18x3. But indeed this is quite unsmooth compared to the boot-up screen.
Possible to make smoother? Yes but in the long run. That would require a start from scratch since I don't have more frames in the current spinner.
I wonder how many frames we'll need to make it acceptable smoother. Nevertheless the lowest acceptable file size / frame amount would be the way to go. Nobody likes to wait for a loader to load, in the worst case scenario. Although today's computers are more than capable of handling the extra frames, if the file format also supports it.
For reference; I've used the "Windows8 Loader" animation from Preloaders.net
Preloaders.net - Windows 8 loader - rolling balls
You can use "edit/download" option to play around with the animation and pick one that fits.
By default the presented frames are 75, I've used 54. I'm not sure if a bigger frame amount would affect animated cursors in any way; of if any frame limits exist for the ani format, but it's all trial and error for now.
