However I also get a white hand sometimes, like in Outlook 2010; must be an embedded one in the program itself.

It seems there's a limit in number of layer, frames or filesize (?) to the displayed ANI format.
(Correct me if I'm wrong please.)
Up to XP, Windows had 32x32 cursors
Win7 introduced 48x48
Win8 added 64x64
Win10 has 128x128-sized CUR pointers
You can create a CUR file with 128x128 layer size but not for the ANI format. In theory, it should work but someting is preventing some of the (bigger?) files not to work properly.
Win10 still uses 64x64 max ANI size but one can go higher, as I've managed to go up to 96x96 @24fps (LLX Copper) without issues (filesize around 1.6mb)
However, I've tried adding the 128x128 px layer the CUR files have (this is standard in the static Win10 default pointer) to the ANI (consider big sizes depending on all frames) but there is no preview the file generates: this puts the generated file compatibility in question.
