SFC /SCANNOW was the first thing I tried.
Looks like an upgrade repair could be the last but one option.

    Thanks for your help Dalchina.
The uopgrade repair fixed the problem and was totally painless, and as far as I can tell hasn't broken anything.
Which has got to be a first for a windows operating system:)

Good.. for sure there would be a specific fix somewhere, but if it's not available, it's faster to do that. Note that as Win 10 seems based on these periodic big builds, the ability to do in place install repairs moves with the OS build, so relatively few updates to redo. Much less painful than in previous editions, and for me the biggest + for Win 10 so far.

Please click the thumb if happy.. maybe you have already. Thanks!

One thing a while back that could fix strange oddities like this was to temporarily enable Tablet Mode

    Open the Action Centre
Turn on Tablet Mode (should all now go full screen)
Try moving the tiles now and see if they stick
Open Action Centre and turn off Tablet Mode
Should look normal again, see if it makes any difference now
This worked for me. Thanks so much. In my case, moving a Start Menu Item would lock up my computer requiring a manual power reset.
    Thanks again. BillyColt 2/23/16

I'm having a problem with my start menu tiles - I cant move them to rearrange them in the order I want.
It was working before so i cant say what stopped it working because i could always customize them. Now i cannot move them and when I right click on them the menu that pops up only shows the word "more" and then pin to taskbar etc. but no size of the icons, like small, wide, etc. I cant pin new tiles to the start menu either. I have run sfc /scannow about 5 times and it always reports that it couldn't fix some files. i have run virus scans and malwarebytes scan and each time they find nothing. I am thinking of doing a repair install but i don't know how and i don't know if ill loose the programs Ive installed (not windows apps from the store i hardly ever use those).

If you have treid some of the other suggestions above then go for an upgrade repair, you should not loose any of the proggies installed.
I didn't and it fixed my start menu problem.

Thanks, I'll give upgrade repair a go. Will be next week though, don't have access to much data for download currently.

Hi, an in-place upgrade install is relatively safe. It will use the 10586 (last full upgrade- November) then you get updates to date- maybe 2 or 3. You lose no programs.

See the Tutorial section (can you see Tutorial Index at the top of this page?) for instructions - search the index page for 'in-' and you'll find it. Likewise also how to download the iso. I think the first tutorial tells you how or gives you a link.

Make sure for security that you create a disk image before anything else (e.g. using Macrium Reflect + an external disk + remember to create its boot disk). That gives you a full backup and the ability to restore your PC should anything go wrong. (Just search for Macrium Reflect - or you could use Aomei Backupper). Thereafter as good practice and for your own security update the disk image. That will help you recover your PC to a previously working state in, say, 20-30 minutes - maybe less with an SSD and USB3. Much faster than an in-place upgrade repair install.

Can't comment on insider status, but I have used the in-place install repair twice.

Afterwards all programs and most settings remain the same, System Restore will be off (so enable it) and you may need to set up your wifi connection again. Any custom icons will be lost where these are system resources.
