    Just a random idea- have you tried changing the tile settings- show more tiles, full screen on and off?

    This post indicates someone got it working.. how is unclear to me.

    This tool may well offer you a way to 'unlock' the tiles.
    Yess... but you probably forgot the: Computer Configuration\Administrative Templates\Start Menu and Taskbar\Start Layout settings.

    If this enabled, this should be lock the start menu configuration or modification for all user!

    I figured out what this problem was for my system. The latest graphics driver for my 770M's had a new feature I'm not use to seeing during install which the name ends with LS. I done a clean install of the older driver and everything is back to normal and can move my tiles around again. I'm not sure exactly what causes tiles not being movable with the graphics driver but the was the issue. Hope this helps someone with similar issues.

    a year later and this is exactly the problem I am having. Win 10-64 as soon as I click to move any tile, it opens the application (or folder) my "tile menu" is now a hodgepodge with no organization whats over. just like the person who started this thread it worked perfectly for a couple of years but sometime this summer it changed. Have been on many forums and still can't find the answer. I

    figured this out and have posted this in more recent thread. My issue was caused by my wireless mouse. I switched temporarily to a wired mouse and was able to rearrange my desktop. hope this helps someone else with the same issue.
