Control panels options have blue highlights

    I've tried using other themes, including high contrast themes. Using the high contrast theme actually changes the colour of the highlight to green.

    I know this thread is a little old but I just had the same issue and what I found out was:
    I used the tool "OldNewExplorerCfg" to get glass on the area below my titlebars on file explorer windows. After the install I noticed the exact same thing happen. After much trouble shooting I adjusted the settings in the oldnewexplorer tool to this:
    Appearance style: Default style (Windows 7 style / skin style)
    Status bar style : Default style (white)
    and it fixed the blue highlighted text in control panel and other ares.
