Windows 10 Accent Color Won't Change Automatically

So I had this problem since the first time I upgraded to Windows 10.

In Personalization> Colors setting there's an option, "Automatically pick an accent color from my background". At first, I thought that settings only change the color to the current background I used. Well, I use slideshow background that changes every 10 minutes. That setting does change the color to the current background(wallpaper) color. But I started to realize when I looked at my friend's PC. His Windows 10's accent color changes automatically every time the background changes. Mine doesn't.

Is this a bug or something? Does anyone have a fix for this?

Similar issue here, I'll probably create a new thread soon since this is old.

When PC starts, the taskbar will not automatically change colors to match my custom wallpaper theme. I have to right click and open personalization settings, then it somehow remembers the "auto change colors to wallpaper" box is checked, then it changes colors like it is supposed to.

I am not changing any settings after I right click and press Personalize. Simply opening the settings causes the OS to change colors. But it will not change them if I do nothing.

This is annoying because if I want things looking legitimate, I have to take extra steps every time I start my system up.
