Windows 10 Photo App will not set Desktop Background within the App

Since October of 2024 I have noticed that the Windows Photo App will no longer allow the desktop background to be changed within the app itself. If you click a photo and the app opens the pic, right clicking, set as background or even set as lock screen will not work. Going to the top of the app and clicking the 3 dots and selecting set as desktop background does not work either.

The only way to set the desktop background is to go to the desktop, right click, personalization and you can change it there, as well as going through File Explorer and right clicking the image file itself and setting as background.

I tried going through Windows Support, but their only solution was to use the Legacy app, which, unfortunately breaks all the icons for images.

Is there any information on this issue? I have seen people mentioning but no fix. Even a youtube video demonstrating the problem and saying it is a bug. I was hoping that here in the Windows 10 forum that there may be more information.

    OS Information:
    Windows 10 Home x64 , version 22H2 Build 19045.5440
    Windows Photo App Version 2024.11120.5010.0

If you search tenforums (have you?) you might find other such references. E.g.
Unable to set image as Lock screen/Background from Photos app

    No solution offered there.

I've seen other issues related to using the Photos App as default in respect of file explorer thumbnails. Historically there was an issue with CPU usage and album indexing.

Personally I'd recommend not relying on some of the built-in apps.. witness how MS has withdrawn the Calendar app- which was neatly integrated and useful, and in the past, Outlook Express, then Winmail.
