when setting dark mode in windows 10 win32 apps like task manager,control panel ,file properties etc. are not in dark mode,because they are old legacy programs, i get that but what is the best third party app or method, safe and actually works by making all of them dark mode as well.?
how would that go does it change the theme im currently on? i dont want dramatic changes you have any suggestions a theme that only do dark mode?

Windowblinds applies a Windowblinds theme everywhere.
You can try it and see. Hundreds of themes to choose from, so you'd have to spend some time looking.
You need to install Stardock's Windowblinds of course.

Unless you can find something that appplies the theme uniformly, your needs may not be met.
Of course there are other theme methods, e.g. using UXthemepatcher - I've never explored that nor wish to particularly.
Otherwise you can hope and look for other suggestions.
