Okay folks. I tried resetting the pc and somehow it corrected the problem. I guess I must have installed win 10 with some files were corrupted it even affected Google Chrome. All is good now, thanks to all.

I had this problem. What ever I did, nothing worked. Changes in the Settings didn't stick. Then I right clicked an image and chose it as a background image. After that it all works fine in the Settings too.![]()
This tip helped, in that it got me to a place in Personalization that looked a lot more like the Win 7 interface. Anyway, when I changed the Picture Location from Solid Colors to My Pictures, that got me into my picture files. There I had to right-click on a photo and select Set for Monitor 1 or Set for Monitor 2 because I have two monitors. After doing that, the background changed to the desired photo and I was all set!
i can't change my wallpaper. I tried above all things....
Run CMD as admin and copy/paste:

Okay.. After Updating last update i can change my wallpaper by Personalization..
