Unfortunate that you had to re-install 10 but glad it's working for you now

I had this problem. What ever I did, nothing worked. Changes in the Settings didn't stick. Then I right clicked an image and chose it as a background image. After that it all works fine in the Settings too. :-)

This tip helped, in that it got me to a place in Personalization that looked a lot more like the Win 7 interface. Anyway, when I changed the Picture Location from Solid Colors to My Pictures, that got me into my picture files. There I had to right-click on a photo and select Set for Monitor 1 or Set for Monitor 2 because I have two monitors. After doing that, the background changed to the desired photo and I was all set!

Run CMD as admin and copy/paste:

    reg add "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer" /v "ForceActiveDesktopOn" /t REG_DWORD /d "0" /f
    reg add "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer" /v "NoActiveDesktop" /t REG_DWORD /d "1" /f
    reg add "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer" /v "NoActiveDesktopChanges" /t REG_DWORD /d "1" /f
    reg delete "HKCU\Control Panel\Desktop" /v "Wallpaper" /f
    taskkill /im explorer.exe /f & explorer.exe
