For reference, the attached image has the default Powershell context menu from an original windows installation. I just modified added Icon and MUIVerb strings to the existing registry key to make the menu prettier.

Somewhat....I would like to keep the PowerShell menu from the File, top left of explorer, and not be greyed out, but permanently hide the context menu below with the appropriate keyword....and it isn't LegacyDisable or ProgrammaticAccessOnly. Not even accessible through Shift+Right-Click...to keep the menu from being cluttered.
I have never seen anyone modify the ribbon or menu bar in Explorer in Win10 so I think removing the registry key would be easier.
I would like to keep powershell though. I uninstalled v2, but kept the v5.1.

I have those same registry keys as well. The Powershell key is default, the Admin was added by me.

Open in Windows PowerShell Window here is the default right-click menu entry. Please see 2 or 3 posts above.

I uninstalled PowerShell v2 and would like to keep PowerShell v5.1.
Okay I understand now that you modified the default entry. I don't know how to fix it though.
I don't know who to ask on this subject. I did find that File menu for powershell is found here:
C:\Users\Username\AppData\Local\Microsoft\Windows\WinX\Group3
I couldn't find Windows Powershell in the registry either but I am referring to Powershell v5.1, the older version installed with Windows. I don't really use Powershell v7, and removed the really old powershell v2 from install optional components from the programs and features applet in control panel.
I would like to keep powershell 5 as I use it sparingly but just want to remove the unnecessary context menus while retaining the functionality in Explorer File Menu Bar.
Disabling the right-click context menu does grey out the explorer menu command so I wonder if looking in the windows command registry keys would unlink the two? I am not a programmer and don't really understand many of the cryptic registry keys and strings and dwords though.
Considering the File Menu, there is a group policy to disable that- but it is ineffective.
For interest: I note that there is a tutorial in Win 11 on that, but apparently its success is build dependent and does not look dependable either.
I note you've posted a query on Superuser:
Disable Default "Open Windows PowerShell" Right-Click Menu? - Super User
I wasn't aware of it also removing in from the File menu.
