Windows Color customization in light theme

I have a piece of software that allows me to completely customize my Windows 10 color scheme, but only when it's in Dark Mode. The problem is that Dark Mode won't allow me to customize the background of the Lock Screen. Light Mode allows the lock screen wallpaper to be changed but has far less options for customizing the PC's look. This isn't an aesthetics problem alone as bright light hurts my eyes, especially like the white background of File Explorer windows. Is there nothing out there that will allow for Dark Mode level customization in the Light Mode? If not, any suggestions?

Not sure what you mean by the 'background' of the Lock Screen. You can change the image shown:
Change Lock Screen Background in Windows 10
and choose your own image if you wish.

especially like the white background of File Explorer windows.
Not sure if this is of interest to you: file explorer backgrounds can be changed to any colour you like using Quizo's Qttabbar (free).

Yes and no. I can customize that only in Dark Mode natively and besides, while I appreciate the suggestion, I'm kind of partial to Explorer++. As for the background, it's like wallpaper on the login screen. When starting your pc, it's the picture you see behind the user logo. In Light mode, you can change out the pic to anything you want, but in DM it gets changed to a dull grey that can't be changed.

What options do you see for this in Settings - as per the tutorial? Post a screenshot. I.e. why can't you change it?

After much more digging, the short answer...and why it was so hard to find, I don't know...is that Windows won't allow it because it creates a security vulnerability as explained here: https://social.technet.microsoft.com...10itprogeneral . Thank you all for your time and patience with me but I guess that bird won't fly.

I've given you a way to address file explorer's background if that remains an issue.
