Custom Icons won't enlarge on Windows 10

Hi, all. I've recently become infatuated with making my own icons, primarily for desktop shortcuts to games. I use an image of the cd, size it to 256x256 in Paint.net, and I've dragged & dropped them into 2 different free programs, SimplyIcon and Imagicon to convert the images to icons, and they both work like a charm. I store the icon files in a desktop folder, and then right click on the shortcut, choose "change icon", go to the file location, choose the icon, then click "OK", then "APPLY" and "OK" again, and sure enough, it changes to the custom icon I made.

The problem is, both icon making programs state that as long as the image used is 128 x 128, the icon will work as large. However, when I right-click on desktop, change View from Medium icons to Large icons, the shortcuts for games that I did not change are the only ones that actually enlarge. The weird thing is, if I simply put one of my icons on the desktop, it will enlarge with the others. But it seems that once I use that exact icon for a shortcut, the shortcut one will not enlarge.

It's certainly not the end of the world, but I just don't understand why it doesn't work. So, any help would certainly be appreciated. My Windows 10 version is " 22h2 (OS Build 19045.2846).

Surely you need other size icons in the.ico file 256x256, 64x64, 32x32

Well, as I'd said, if I simply create the icon and just leave it on the desktop, when I right-click and choose Large Icons, that icon will indeed enlarge. But when I right-click an existing short-cut and change the icon to that same one I created (the one that I just saw enlarge on the desktop), the icon does show but will not enlarge any larger than medium. I've tried everything I can think of. If it'll enlarge properly as just an .ico file resting alone on the desktop, why when I change a desktop short-cut's icon to that same icon does the Large Icons choice all of a sudden have no effect? It does to all the other icons such as Steam games, etc. Only the ones I changed. But again, they do enlarge, just not as a short-cut replacement, and I just don't understand why not. Since it did enlarge, it's obviously a correctly created icon.

I should also mention that although my my icon won't enlarge as a short-cut, the area does. In other words, you can see a faint border where the icon should have enlarged too

Well, Thanks for helping. Instead of using either of the icon converters i got, i went online and used ICOconvert, and for the image chose custom and multiple, so the icon is available for all sizes no matter which one you choose. VOILA! Now the shortcuts do enlarge. So you were exactly right. I though the 2 programs I have did make all the selections like ICOconvert did, but obviously not. But you nailed what the issue was and I thank you!!

These days there are a lot of icon converters online that one can use without having to purchase software. Back in the day before icon converters I purchased icofx which works perfectly, just drop the image in and it takes care of the rest.

Forgive me. I thought I clicked the solved button, but I appreciate the help. Yes, I downloaded 2 free ones and had the problem, then instead tried the online converter site "ICOconvert", uploaded my .png, chose all the available res. (32x32, 64x64, etc.), and it worked like a charm. Now all my custom enlarge and stay enlarged.
