hello, if you look at the attments below, im wondering how that person has gotten windows 10 oobe to look like that? im trying to do the same thing with the latest build of windows 10 22h2. i have the theme and every other program. but what program/mods is this person using to make windows 10 oobe look like this?

That's not Windows 10 looking like Windows 7... that IS Windows 7.
That’s either Windows 7 or the user is running the OS under Windows 10 Pro Hyper V (virtual hard drive).

I always think of W7 zealots as members of the Dub Club who worship Volkswagen Beetles.
The car was ugly, cramped, uncomfortable, poor performance etc. Why anybody would worship this car is way beyond me.
Ok beauty may be in eye of beholder but worshipping W7 technically is really sad as it has so many deficiencies (no power menus, no secure boot, inability to mount isos, poor driver support, flakey printer queue management, flakey Task Manager, poor security in general, no Hyper-V (could be installed but not simple) to mention some points.
I personally would not make my pc look like an OS that firmly belongs in a dustbin.
