Can folder files/folder grouping be done globally

I want file/folder grouping globally changed to "none", but now and then when I am, for instance, downloading or uploading something, the destination folder is displayed in that "date" grouping mode, even tho it has been previously changed to "none", as if the process or tool used to access the folder overrides the "none" setting.

Is there a simple way to all to "none"?

If, for example, you have set your Downloads folder to no grouping in File explorer yet you see grouping when your browser opens that folder then you need to be aware that that is a common dialog box opened by the browser not File explorer itself even though it looks and behaves the same.
You can set that dialog to no grouping and that should stick the next time you open it in that browser.

    All the best,
