can i change the windows 10 login screen with a custom windows fourm?

hello, im wondering if i create a login script in microsoft visual studio code 2015 can i have it sit ontop of the login screen and use it to replace the login screen and you type in a custome user name and password it will log you into windows 10?

my plan is creating a custom oobe setup, to where it will direct you to that script to create a user name and password and then you can go to login to windows and that custom login screen will pop up. i plan on doing this to convter windows 10 into windows 7 or windows xp.
