    You can change the way Win 10 looks but it will still be Win 10.

    There was at least one OS that tried to mimic Windows called Lindows but as I recall it got into some legal issues, haven't checked if it is still available. Lindows ran on a version of Linux, most of the versions of Linux are open source, kinda lets one design what they desire. I have Linux Mint on a Desktop and an older Notebook.

    As for editing Windows, might check its EULA/End User License Agreement, many things may be prohibited.

    We will need more details and information on exactly what you are referring to and what you expect the end product to be. That way, we can better help you.

    You can create a Custom Install by pre-customising the install.wim, or on the other side, after installation, there are MANY free utilities available to streamline and customise the OS.

    Create an OS or create Windows UI elements with minimize, maximize and close controls?

    For the latter, there's lots of programs that will create Windows dialogs. For example, AutoHotkey and its very simple MsgBox or its GUI controls to build an entire dialog or - similar - AutoIT.
