Brightness control will only be there if your display driver has put it there.
To bowl out the possibility that the display driver has developed some corruption, install / re-install the latest version of the display driver provided by the computer maker [assuming the display card was part of the computer when you bought it, otherwise go the display card maker].

Each part of the computer was bought separately from a different shop. Intel HD Graphics is used. I will take a look at the driver tomorrow. I am now using an Android phone.
If it is at all possible to adjust brightness from your PC, a 3rd party tool letting you do that using your scroll wheel + a key would be convenient.
I just installed the latest version: Intel(R) Graphics Driver for Windows* [15.40]
The brightness slider is now available as shown below:
I see the following when I click on "Edit your quick actions".
I've overlooked the fact that you need a built in display to see the brightness slider in Action Center.
