Screensaver Only Activates if Monitor is Powered Off

I'm running Win10 21H2 on a computer with a View Sonic Touchscreen Monitor and I'm having an issue that I can't figure out. The screensaver will only activate if the monitor is powered off.

I can set it to one minute and it will never activate. But as soon as I turn off the monitor, wait one minute, and turn it back on; I can see that the screensaver has activated. If I touch the monitor the screensaver will deactivate and I'm back into the OS. From there, the screensaver will never come back on unless I power off the monitor.

    Anyone have any ideas?

Edited to Add: I unplugged the USB cable that allows for the touchscreen to work and the screensaver activates with the monitor powered on, so I think I have it narrowed down. I'm about to replace the cable and retest.

Replacing the cable didn't work. I have also tested with usb selective suspend enabled and disabled as well as toggling the "allow the computer to turn off this device to save power" option on and off on the power management tab of the Generic USB Hub Properties in Device Manager.

Only thing I would look for is changing the USB port, some devices only work on USB 2 versus USB 3, sometimes the correct type cable helps.

That's what I just did. This pc doesn't have USB3, so USB2 is what I'm working with. Switching ports doesn't matter, same issue.

I also removed the viewsonic driver. The touchscreen works fine without it installed, but that didn't make a difference either.

You really do not need the touchscreen these days with how OS's have been designed to go into a power saving S state mode that helps to cut down on wear and tear.

It does help for you to post the model of the monitor you are using since Viewsonic has made hundreds of different models. It appears that it uses Tablet Mode in order to function as a touch screen.

I'm not sure what you mean by really not needing the touchscreen. I really do need it because this is a touchscreen jukebox with a computer inside of it. I normally wouldn't care about a screensaver, but it reacts to the music, so it produces a nice visual effect considering this is a jukebox.

Monitor is a View Sonic TD2220.

Look to see if the software offers what is called a "Attract" mode. The Linux solutions are more robust and plus side is the OS does not need to take up that much space on the drive.
