    With GIMP you can do that.

The other inserts even with the screen option are still problematic when having the bordering. When you go to fade that out you lose the text as well unless added on to a backdrop as a new layer. And you can only add one new layer at time when not having anything going in on the second or third but try to wait until Layer 4? I found that one out when trying to work up a 3D paper for depth.
    It's about five years since I used PDN regularly so I'm probably not the best one to advise you. Whenever I get a problem I look for a tutorial on the net. There are lots of good tutorials on YouTube for PDN.

    You need the Dark Wide option set since otherwise all you see is the lettering faded for sure. When using the effects that would also be the case where the transparencies have to be the last things to go on. That there is already one transparency I see you were able to grab a quick snipping of without losing that effect.

    Most of the options as far as tools are the same in PaintNet going by the number of them at least as seen in the lastest Gimp 2.8 already on here.

    The problem however is that still being a separate app while those options are needed while working on something in PaintNet which is where the next insert will be seen.

    But again inserts are separate items and I seem to end up opening 2 or 3 things at once in PaintNet when needing to see a revision or even new paper made up to insert into an exist dual screen paper. The two main problems in addition to get inserts transparent are edging and bleed over from one lcd to the next where I may have to insert each paper over itself after reinserting the other paper over itself to cover something over or simply see it extended further.

    If I really get stuck with something I seem to manage my way around on Bing at times! Generally however I simply prefer to bring up the help tab unless I get stranded on something since I will tend to go through every option to take notes on what each does. Plus I tend to myself tweaking with several at times until something looks right!
