    It's better if you make it larger and rescale down. I don't think GIMP is very good at upscaling.

    I got the original logo from the forums header.

    So using your advice, to increase way above needed size(1600 x Whatever it was), I did that, with the original 1st.
    Then I got rid of the transparency.
    Then Filters > Render > Spinning Globe(without optimizing for gif first)
    And this is the result(I can shrink it later)


    Original XL if too large for the forums to use as a gif.

    Maybe one of us will come up with a solution.
    I looks perfectly smooth with a white background, but then that background is a scar on the dark or the green skin.

    @Cliff S. Try this TF logo. It's one I created as a vector so it should be really sharp. It has a transparent BG so you will need to add one.

    Cliff, this looks like you try rescales directly in GIF format. It simply not the right way to do it.

    Only in the end should you export as GIF because it reduces way to much quality, therefore not so suitable for a logo.

    If you need any advice on GIMP, just ask.
