For the past few months I've been getting a daily wallpaper but one day last week it just stopped. I noticed the icon in the tray was gone, I tried to download it again numerous times but it will not work. Any ideas on what happened?

Sorry but that was way too confusing to follow I got as far as the microsoft store and didn't know what to select so I quit, never saw any bat files so thank you for your suggestion but I couldn't follow it.
On the lock screen i was only able to pick 1, picture or slideshow yet you are indicating to pick both, i didn't have that option. When I downloaded the file in the next step a screen came up "the app you're trying to install isn't a Microsoft-verified app, so I selected "get apps from store" that's where I quit because I had no clue what to pick. If you can shed some light on why when I hit the download button I got the microsoft store, that would be helpful. much thanks

Maybe your issue is not with Spotlight after all...
try to reinstall https://www.microsoft.com/en-us/bing/bing-wallpaper
i tried that a few times but it never worked, I thought because i unchecked those 2 boxes making bing my homepage and default search provider, i don't like bing but I'll try again. OK, that time I did get bing wallpaper in the system tray I guess wait and see if the picture changes.

OMG it worked, the picture changed, why didn't it work for me so many times I tried that download, at least 5, but thank you for your help.
