How can I change the taskbar's "flashing orange" alert colour?

Currently in Windows 10, no matter what "accent colour" you choose, the taskbar's flashing alert colour is a dull orange, like this:

I find this very difficult to notice when I'm using the computer and as a result I miss a lot of notifications.

I would like to change the flashing alert colour to a much brighter orange like it was in Windows 7 without changing to a high-contrast theme globally.

Basically what I want is the equivalent of this tutorial for Windows 7, but for Windows 10.

I'm not the only person with this request; I found several other posts on other forums and reddit which request the same thing. It would really improve the usability of Windows 10.
