Yes it will make it small icons.
The Taskbar icons are square. If you shrink the height it will shrink the width.

The Quick launch bar is a "Taskbar Toolbar" and setting it up, including setting its width, is described in

I've always done this manually. To find out what Registry entries are involved, you could monitor Registry changes with regshot

but note that not all Registry entries are reversible i.e.
The Registry will change as you set up a Taskbar Toolbar
but
writing those changes straight into the Registry might or might not achieve setting up of the Taskbar Toolbar.

Do you mean you still can't do this? Look at the changes in taskbar buttons, and the corresponding change in Settings:


Note the changes in the rightmost two buttons on the taskbar

In Quick Access (which don't use and have no need of):


That changes the button size in the expanded toolbar.

You might like to consider getting a friend who's more familiar with Win 10 to help you out.

Do you mean the "Quick Launch" button itself?

To eliminate the "Quick Launch" text click as shown:
