I can't see why Open Shell is involved.. this is just file explorer. See PC-SPECIAL..

There is the folder in the Nav Pane, and the shortcut shown, and also pinned to Quick Access.

Well, if you've got no switches set in OShell to make your FileExplorer work as it does, I haven't a clue why you would succeed at changing the icon on a NetShare shortcut and having the customization hold when you pinned the shortcut. OTOH, I have succeeded at changing folder icons in FileExplorer and having those changes stick when I pinned those folders to QA. I dunno.

Yes, but my NetShare shortcuts are in a folder I constructed (in ProgramData ... Start Menu\Programs) called Network Shortcuts, and when I try to pin any of those (with their custom icons) to QA, the icons revert.

Network share folders can be individually pinned to explorer with custom icons by creating CLSIDs for them using any tool like WinAero tweaker or creating a reg key. But in the case if someone has a group of network share folders inside a single folder, one will have to pin the main folder with an icon and also follow the same for it's sub-items.
But creating CLSIDs for sub-items is not known by me and it's discussion is going on here:
