Old Appearance control panel: 3rd-party tool?

Somewhere in times immemorial I came across God Mode, brings out a list of all the things available in the various parts of the Control Panel. This is what it has for System:

Yes, that is why I posted it in Post #6.

I like it because you can use it on Win Vista, Win 7, Win 10, WITHOUT having to jump through ALL the hoops to get to where you want to be.
