Yes it is turned off. Was the first thing I checked when this drama started hours ago.

@kado897, (Keith) should be able to help you out with this.
I can't really add anything to what has already been posted Brian.

Make a solid blue or a solid black background picture and use that if you never resolve the problem.

I use this on my Z170, I`ve never even tried to make it blank

I have lockscreen disabled, try those:
    Code:
    reg add "HKLM\Software\Policies\Microsoft\Windows\Personalization" /v "NoLockScreen" /t REG_DWORD /d "1" /f
    reg add "HKLM\Software\Policies\Microsoft\Windows\System" /v "DisableLogonBackgroundImage" /t REG_DWORD /d "1" /f

    AddRAM and others

I cannot believe this. I have been working with computers for years
and after all that I am never ceased to be amazed.

In between replying to the posts I was beginning to think Winaero was not saving
my requests but I again ticked the appropriate box in Winaero and went to reboot computer
    again but selected Shutdown.

On start blue (preferred what I had been able to achieve) screen appeared. Maybe I hoped that a result had been achieved.
I have since rebooted the computer 5 times and the blue screen has held.
Before I confirm a successful result I will continuing testing over the next couple of days.

As I said, computers obviously have a mind of their own at times.

Many thanks to the members who have provided assistance with the problem. Appreciated.

with the winaero tweaker, check the
disable blur on sign in screen
    disable lock screen
    disable login screen image

with all three applied it will set a solid color and stay like that. i had mine set to a flat blue for 6 months running insider builds/upgrades continuously and it never reverted to the image(s)

Dacrone: I had already done that previously without success.

When I restarted the computer this morning problem reappeared.
While attempting to find a solution yesterday I had tried to delete all but the solid blue jpg in
C:\Windows\Web\Screen but was prevented by the permissions required by the Trusted Installer.
So back to try solving problem. Tried several tutorials on how to change the permissions for Trusted Installer
but for some reason was unable to complete the task.
I don't know why I didn't think of taking ownership before of the files I wanted to delete.
Took ownership and then was able to delete them in situ. They are no longer on the computer and solid blue screen as
I want is now permanently as the default login screen.
