The closest to a Win 8.1 style Start menu that Win10 offers is to either use Tablet mode (which you say you can't use, though it should be available) or to set Start to Full Screen.

Tablet mode can be a little difficult to find on a system that isn't a tablet but it should be available, even on a desktop machine.

Win 8.1 start menu was never very popular- most start menu replacements either try to look back to Win 7 and earlier or do something a bit different.

Then don't use Tablet mode. Set Start to use the Full Screen Menu instead.
