Set Desktop Background to User desired JPG photo

I'm running a Dell Desktop with Windows 10 Home 64-bit, Version 2004 (OS Build 19041.508) and seem not to be able to select a photo of my choosing as a desktop background photo.

Within C:\Windows\Web folder as I navigate there from Personalize (Right Click on desktop) I select photo as the background type and navigate to the appropriate folder containing my desired background. I select that photo which returns me to the Personalize window and I seem to hit a brick wall. No "select" icon and when I exit it reverts to "Colors" checked as background.

Perhaps some maintenance program or virus program is inhibiting this.

    Hello Klard,
Try this: right click on desired image -> Open with Photos -> click 3 dots in upper right corner -> set as background

If you have any photo that you are having difficulties with and that you can make publicly available, would you mind posting one here? I would like to test it to see if there is anything odd about the image that might be causing the issue.

Please attach as a ZIP or 7Z file to ensure the original image is not altered.

Klard, just to confirm, is this copy of Windows activated or is it possible that you have not yet activated it? When you go into personalization, do you get a message saying that Windows needs to be activated before it can be personalized?

Image worked for me as well so at least we know it is not a problem with the image(s) that are being used.

Are you logged in to the normally disabled Built-In Administrator account?
