Hey, this reply is hella late, but I thought I'd post it anyway in case anyone is reading along. I used gimp to create the image file, it natively supports the ico file format. Instead of saving the file you're working on, choose the .ico export option. Gimp also supports transparency, if you're making a new image you need to enable it using layer > add alpha channel. That, or you can just add a new layer with alpha enabled and delete the old one.
