b. Windowblinds + suitable theme - Stardock
I've used Aeroglass for some years. Be careful with recent compatibility- there is a fix to deal with the last 2-3 updates.
Colours and border style configurable.

You are wrong. Aeroglass isn't free, it's a sort of donationware. If you use the free version you have a watermark on your desktop and you have to update the symbols.
You are also not completely correct that it doesn't work. There is a fix for the incompatibility introduced in the last 2 updates or so posted on the MSDN forum.
You can see from my screenshot it works. I have not applied those updates.
Feel free to look for other solutions. Good luck.

KB4549951 18362.778 broke Aeroglass - Aero Glass For Windows 8+ - MSFN
Note: still pending update of Aeroglass for compatibility with 2004, which is normal.
But then, MS is no longer offering 2004 via Windows Update.
Another approach is to simply uninstall the problematic updates- I'm staying on the last compatible 1903 build for now (1909 messed up Windows search until eventually being kind of fixed, so I reverted from that early on).
