Add customized Icons in Windows 10

Hello members - Is there any member that can give me the instruction to download custom icons from the internet and then use them on the PC. I have seen many icons on the internet. What I need to do is to download them, only if I am allowed to, and then upload them as icons on the internet.

1 Download an icon from wherever has made it available [in the public domain] such as IconArchive
2.1 Right-click the shortcut [.lnk file] you want to use it with then select Properties, Change icon or
2.2 Right-click the folder you want to use it with then select Properties, Customise, Change icon
3 Browse to the downloaded icon, select it, click on OK.

There is also a method for applying an icon to an internet shortcut [.url file] but it is not so straightforward.
