How do I get Win10 to look like this everywhere?

I'm running Win10 Pro 64-bit and I am not crazy about the OEM GUI.
I installed OpenShell and used System Font Changer to have Eurostile 11pt in as many places as possible because
1. I've used Eurostile since my Win95 days
2. I think Segoe is terribly ugly.'
I have used Classic Theme in both XP and 7 but I can't in 10.
I have also installed Paint Shop Pro v5.03 from 1998 and it works just fine.
I was shocked - and delighted - to see the PSP GUI look like it does as shown in my attachment.
My question: how on earth do I get all of Windows 10 to look like that??

Not quite sure exactly what you're asking here ... "all of Windows 10"?

Do you might mean Windows 10, and all the other programs installed?

That sometimes happens when using a customized GUI/Graphical User Interface, none of my default installs have it.

You'd need to find and apply a Win 7 style theme- possibly using Windowblinds by Stardock.

Or something like this:
Download Windows 7 Aero Theme For Windows 10

If you search for e.g.
windows 7 theme for windows 10

you may find something that appeals.

Beware of UXtheme patcher

I miss this style too, from the Windows Vista and 7 days.

I'd love to be able to switch to it for everything as well.
