Q1 - You cannot. Even enlarging Taskbar icon size has no effect on it.
Q2 - No
Q3 - Yes, you can move it next to the Start button. Taskbar Toolbars - my drag them to the left ditty - TenForums [it is post #20 in the Taskbar Toolbars tutorial thread]
By the way, I don't know what you mean by, "I hid the icons behind a popup menu". Do you just mean that all that is shown on the Taskbar is the Title & the >> symbol? That is the most common way of using a Taskbar toolbar. [Showing the Title is optional.]

I will just say for Q2 you can if you use a custom theme ( depending on theme of course if the button part is skinned by the author )
Well , it requires to get windows style builder ( the universal tool to make custom themes )

Be aware it's not freeware and requires some experiment but my answer was to say there is a way for OP
Otherwise , if OP is motivated , here is the path in the tool where to edit the double arrow for replacing it by his own image ( PNG format )
Taskbar & System Tray > TaskBar > Basic > Rebar > Chevron

Otherwise using this way , I'm not aware how to edit native picture .
