How to change color of just the bar of a window ?

I am working in an audio application called Reaper.
It has some nice color schemes that I can customize.
However, the white bar at the top (shown in the picture below) I'd like not to be white.

I want to just change this to dark blue - with white text.
I'd also like the bar to be dark blue whether window in focus or not.

Change Accent Color - TenForumsTutorials [I did not use this method]
Change Color of Inactive Title Bar - TenForumsTutorials [I used this method when I did it - I altered the entry for AccentColor {i.e. Active window} & AccentColorInactive]
Change Title Bar Text Color - TenForumsTutorials [I had no need to use this, I let Windows control this]

The changes affect all applications & Windows components but you might find exceptions - I found that, on one computer, the titlebar colour does not change for the Firefox window.
