    Scrollbar contrast in apps

I'm already using the "dark" theme... But my scrollbars are still bright.

This is a problem for me because the background of the scrollbar is white, and the foreground is a very bright grey, so I can barely tell where it is.

Is there any way to adjust this?

Quick and dirty method...display adapter settings, contrast or TV/ Monitor settings, contrast.

I've already maxed out my contrast!

Try turning brightness and contrast up or down together to see if you can hit a point you are happy with, you could also try turning digital vibrancy and gamma down (those settings are in Nvidia drivers, not sure if in AMD ones though).

I've played with general brightness and contrast. Surely there is a solution. What is the purpose of such a hard to see scrollbar? Is that an attempt to take on a more mobile phone esque modern look?

Yeah, I think it is, it took me ages adjusting various settings to get the drop box highlight and fly out menu colour etc to be more visible, we are somewhat at the mercy of our TV's/ Monitors as well since some have awful contrast and brightness issues and some really have trouble displaying certain colours correctly, especially in smaller areas.
If you need to delve deeper maybe look at some of the customisation topics to see what 3rd party solutions people use to tame Win10's interface.
    Sorry I can't help more.
