The thing is, I do have ALL the options available in my Customised TooBar, via Shortcuts etc, but I really want to have them available from the ALF-F4 Menu. That is why I initially Disabled [but I have re-enabled them now] them. Ideally, I would like to Disable the CTRL+ALT+DEL Menu altogether as I only have Cancel on that screen anyway now, and Disable the Start Menu Power Options as I did before. Then the two options I have are the ALT+F4 Menu and my Customised ToolBar!
I just had a thought, seeing this is a Customised ISO Installation, and I imaged the OS directly after Installation, and I am using this as a test OS until I get everything working the way I want it [ready to install properly and then customise and tweak it accordingly], I will re-image it tomorrow to see if ALL the Power Options are there and available. This way, I can see if it is something caused during the customisation, or if it is something caused by the REG tweaking or post customisation.
I will report back tomorrow.

Well, here goes!
I re-imaged the OS back to the customised ISO installation.
[1] There were NO options available in the Start Menu Power Options.
[2] There were NO options in the CTRL+ALT+DEL Menu.
[2] The Power Button on the CTRL+ALT+DEL screen was NOT there.
[4] The ALT+F4 gave me the ERROR message I posted previously.
So knowing that it was a change I made during the customisation at least I knew where to start.
Now I wasn't going to accept the fact that although I created a customised ISO installation Win 10 could NOT re-establish this feature. I knew that it had to be something to do with the Power Configurations I made during customisation so I started there.
I first ran . . . powercfg -restoredefaultschemes and Rebooted.
I then ran . . . secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose and Rebooted.
Neither of these had any affect!
I then investigated the Local Group Policy and found the solution [yes, I did say I found the solution, WELL SORT OF!].
The answer is in the . . .
Local Computer Policy\Computer Configuration\Administrative Templates\Start Menu and Taskbar\Remove and prevent access to the Shut Down, Restart, Sleep, and Hibernate commands\Enabled.
The affect this has is . . .
[1] The Start Menu Power Options show There are currently no power options available.
[2] The CTRL+ALT+DEL Menu does NOT show ANY of the Power Options.
[3] The CTRL+ALT+DEL Menu does NOT have the Power Button in the bottom right-hand corner.
[4] The ALT+F4 Menu has Sleep, Shut Down, and Restart.
Now I know that the ALT+F4 Menu is missing the Hibernate, but I have Hibernate set to Reduced anyway so Sleep surfices for this.
Now if you ALSO change . . .
Computer Policy\User Configuration\Administrative Templates\Start Menu and Taskbar\Remove and prevent access tothe Shut Down, Restart, Sleep, and Hibernate commands\Disabled
. . . it shows ALL the menus and the Sleep, Restart, and Shut Down.
So this part of it is RESOLVED!
QUESTION:
I also have the Administrator account enabled on my OS.
Now the way the above is setup has had an impact on the Start Menu User section. By this, I mean whereas before, I used to be able to click on my user icon and then click on Administrator, that option is NO longer available, NOT a problem in itself. In order to Login to the Administrator, I now have to Sign-Out and then Sign-In as Administrator, thereby losing all my open programs etc.
So my question is, how can I add Switch User to the ALT+F4 Menu ONLY without affecting or adding them to the other menus and therefore making them visible again please?
Once this is resolved my problem is solved.
