How to change the taskbar icon for a *running* program?

By right-clicking a program icon in the taskbar, right-clicking the name of the program in the pop-up, selecting "Properties" then "Change Icon" I was able to change the icon in the taskbar as long as the program isn't running. However, as soon as I start the program the icon reverts to its original picture. How can I change the taskbar icon for a running program?

Unpin the item from the Taskbar,
right click the item in the Start Menu, go to 'Open file location'...,

...change the icon there, then open the program and re-pin it to the Taskbar

When you say, "change the icon there", how do I do that? Unlike right-clicking the shortcut in the Taskbar, right-clicking the actual program file ("Outlook.exe") does not show the program name in the popup and selecting Properties does not provide a way for changing the icon, nor is the icon shown as an .ico file in the program's directory.

You're going to change the icon of the Start Menu shortcut, then open and pin that to the Taskbar...

Some software resets the icon setting, once you launch it, like Softmaker's Office for example.
Icon settings are in the registry, so you could deny write permission to them, but it is complicated.
There is a way to trick it, by creating a shortcut via CMD, but it can be done only per file basis. Like:
    Code:
    Target: C:\Windows\System32\cmd.exe /C "Z:\Desktop\New PlanMaker document.pmd"
    Start in: C:\Windows\System32

Thanks to both of you for the suggestions:

Edwin: I think what you're suggesting is more or less what I'd done. The icon is changed to what I want in the Taskbar, but when I click the icon, launching Outlook, the icon changes back (and like other program links now includes some verbiage ("Calendar - ...").

TairikuOkami: I tried what you suggested, creating a shortcut:

    Target: C:\Windows\System32\cmd.exe /C "C:\Program Files (x86)\Microsoft Office\root\Office16\OUTLOOK.EXE"

This works and in the Taskbar the link retains the icon I gave it. However when it launches Outlook then a new link (with the original icon) also appears in the Taskbar so that I have two Outlook links, one with the new icon and one with the old. Since that's not what I want I'm concluding that what I want to do can't be done.
