Hi, similar question answered a number of times.
    a. Use Open shell start menu (free). Can be configured to look like Win 7 and a lot more besides.
    - note the Orb- grabbed from a theme, used by Open shell.
    b. Use Aeroglass (small fee) to get transparent borders.
    c. I use one program to provide Win 7 icons- modifies imageres.dll

Whilst the Control Panel is still there, numerous features have been moved to Settings, and in some cases with reduced functionality.

Ignore the UWP apps provided by Win 10- you can still download and install programs just as you ever have.

Open Shell is the follow on from Classic Shell which was abandoned. It's the same code base.

7+Taskbar Tweaker is useful and free, it can make the Taskbar transparent, and used with Open Shell the Start Menu also, like Aero did in Win 7.
For me it's most important ability is to increase the Icon Size.
Though for Start Menu Open Shell is now the tool to use, the Info on Classic Shell site is still the better source.
Especially the Skinning Tutorial, and forums where you may find this thread the most useful
Classic Shell • View topic - Skin Compilation
I got the Metro-Win10-Black Skin, I still use the same look now, as when I switched to W10, back in 2016 when Classic Shell was still being updated.
Don't seem to be able to upload a pic of my 2560×7560 Pixel desktop (Might be too big), so here's a linked image to an Imgur Upload

Note the 1000+ Extra Large Desktop Shortcuts still need to use the Roll Up feature of Stardock's Fences program, and free version doesn't have the feature, so I had to buy it to get all my 500+ games on one screen.
Along with totally removing most of the Metro Apps, even the ones MS says you can't, I've never used W10's lets pretend we're using a phone/XBox abomination of a Desktop/Start Menu.

Gives me all the advantages of W10, like DX12, and Explorer Dark Mode (Worth switching to W10 just for Dark Mode), who the hell thought that Blue white glare screens were a good idea.
With the W7 Desktop I insist on, though I'm glad I've got W10 Pro, thanks to upgrading from W7 Ultimate. Group Policy is too useful to lose.

Suggest you need a larger monitor or several- or you could use virtual desktops.

I'm joking of course- really? 500+ shortcuts on your desktop??

You can shrink image files if you wish. Are you using jpg rather than bmp?

With WindowBlinds you can make your desktop look like another operating system.

All you need is Open Shell without ~200 Icons.
