Windows 10 1909 Pro X64 (18363.535) can't change login screen

I recently did a clean install of Win10 Pro 1909 X64. It has been updated to 18363.535.

I have set the lockscreen to use Windows Spotlight images. I have set the slider to do the same for the login screen.

The lockscreen properly displays the Spotlight images.

It does not work for the login screen. My screen is the old image of a beach, framed by what looks like a cave opening.

Any suggestions as to how to unbreak that? (I'd prefer to not do another Windows re-install.)

Change the Backround from spotlight to a picture and then back to spotlight. Usually works for me.

Moved to the "customization" forum? Not one I usually read. Appropriate, I guess, although I didn't regard what I was doing as a customization. The mods move in mysterious ways.
