Personalization for Windows borders &Taskbar transparency problem

I recently upgraded my PC from Windows 8 to 10. Now all Windows and application borders are colorless and my taskbar is black. I have used Personalization to change it back to blue borders and a transparent taskbar just as in Windows 8. However, nothing changes.
I contacted Microsoft support who remotely accessed my PC and attempted to make my desired changes. Microsoft support was unable to fix the problem and promised me they would submit a fix request. At this time I have not heard back from Microsoft.
Has anyone experienced this problem and was it solved?

I used this tool to help with this problem. Read about it to see if you want to play with it.
It is a portable app and if you don't want to use it ,just delete it.

Nice, finally some colours back :) But I hope MS adds customization possibilities soon because generally I don't like third party tools messing with system settings.

Thanks for the responses. I'm not sure if I want to use a 3rd party option at this point. I will submit a formal request with MS to fix this problem.
