How do I change the color of this bar?

I use many programs that support dark mode but windows still control some parts which can't be affected by those programs. How do I change the colour of this bar to make it dark? I know its controlled by Windows UI.

Right Click desktop, chose personalize, then chose colors

That is for something else, Bree gave a hint on how to do it. I think it's only possible through .msstyles editing. I am figuring that out now.

Program might have a an option in it's settings to select light or dark skin or match the OS.
