The desktop background on my laptop has disappeared after today's major update. I believe it was synced with my Desktop computer. How do I restore it? Do I have to do a system restore, which would be ridiculous.

Was this a background you found online and set or one that you had in a folder under your user folder? System Restore would wreck the system at this point just to find that file. Check for windows.old and see if it is in there.
This was a background I had downloaded to my Desktop and was located in 'Windows/Web' directory. I can download and copy to my Laptop. Prior to the major Laptop update they were synced. Now my Desktop has the same update available. I have downloaded all my Wallpapers to a thumb drive.
I am surprised the software programmer would just arbitrarily scrap your background on the update.

No one scrapped your background. If it was not in your personal photos directory and you do regular backups of your User profile and directory, it is still there.
The \Windows\web folder is a system folder and not meant for storing personal files. A feature update to the next version of Windows will always replace that folder with a new one, along with everything else in the Windows folder. If you had downloaded it to your Pictures folder it would have been left alone.
