Get normal cursor back when using pen tablet?

Since the last Windows 10 update, every time I try to use my pen tablet to navigate in File Explorer or in any browser, my cursor turns in to a white dot with some tiny cross hairs and stops functioning normally. I can't select or enter text, and sometimes it won't even move windows, it only drags a box. I googled around and followed all instructions I could find to disable Windows Ink and anything related, but it's still there. Has anyone else run into this problem and found a solution that worked? Thank you!

It's a Wacom bamboo, but it's nothing to do with the Wacom settings, it's a Windows thing, something to do with Windows Ink that I can't find how to disable completely.
Just to let you know what I've done so far, I already disabled Windows Ink Workspace in Group Policies, and that didn't fix it. It's still the white dot when I use the pen.
