    Doing it through Task Scheduler:
How to Automatically Enable Windows 10's Dark Theme at Night

(requires a bunch of steps, but achievable)

The problem with task scheduling, is sunrise & sunset times will change during the year.

Use a dedicated app, like Windows-Auto-Night-Mode (available on the Store) or downloaded from GitHub.

Windows-Auto-Night-Mode is a nice app, however it requires you to select a saved theme. You cannot save theme while in high contrat mode. So that's not ok.

You can add any theme by editing Auto Dark Mode's config.yaml:
    Code:
    WindowsThemeMode:
      Enabled: true
      LightThemePath: C:\Windows\Resources\Themes\aero.theme
      DarkThemePath: C:\Users\GARLIN\AppData\Local\Microsoft\Windows\Themes\hc1.theme
      MonitorActiveTheme: false
      ApplyFlags: []

On the Taskbar tray, there's menu options to Force Light Theme, or Force Dark Theme.
