I cannot select start, taskbar, & action center in color settings.

    Upgraded to 1903 today & same issue with taskbar, a little clicking around & I discovered setting the default Windows mode to Dark and default app mode to Light fixed my problem.
    Came here to update my post only to discover lafargeotte beat me to it

    Yes, but that only works if Windows mode is "Dark". I prefer "Light" but want my color selection (a light green) applied to the task bar.

    I agree. On the Insider Program a couple months ago (version 1903 release 18383) that was my experience as well.
    But now I can control the taskbar color...
