    DISM.exe /Online /Cleanup-image /Restorehealth
This seems like drastic measures to take due to screen saver and power
mgt. issues. Just being a little cautious before jumping into the deep
    water here.

No, it's a simple process that compares your system image to MS's online version and replaces missing or corrupt files with correct ones. Just need to be online to run it. Should take under 30 minutes.
PS; no one asked but are you using a 3rd party screensaver or Windows ?

I first saved my email and browsers profiles and then performed the DISM functions. It reported a successful
task however, the screen saver (set to a one minute time) did not activate. I waited over one minute to see if it would activate, it never did. It only functions if you preview it.
I sure hope that I don't have to reinstall WIn 10 bu have an idea that may be next option unless
    some one has another idea.

I found this site that explains how to use different arguments after the DISM command

Use DISM to Repair Windows 10 Image

I don't have Win 10 in ISO format but rather with media creation tools. There was info as to
how to use DISM with USB with media creation tools:

    Dism /Online /Cleanup-Image /RestoreHealth /Source:esd:E:\Sources\Install.esd:1 /limitaccess

I have this stored on a thumdrive (J) and changed the E to J and ran program.
Don't think it changed anything but am going to test it.

I did a WIn 10 reset and man oh man what an experience that was. But that is another story,
When I did the reset, my screen saver Worked, but would have to reinstall a lot of programs and
update my FIrefox and Thunderbird profiles - what a mess. But a point to make mention of is that
all the while I die a reset and restore none of my USB ports or anything connected was moved or touched
yet during reset the screen saver snapped on in the one minute time set.

I recently purchased the Macrium Home edition and a day or so ago did an image of my entire internal HD
and thanks to Macrium, my image was restored , I am at least back to where I was before the reset.

    Phew....

Now I am back to where I was before the reset - no screen and not sure if the power options are functions.

I am not sure if this has anything to do with my issues but a few days ago, I was trying to image a HD and was having issues . Macrium Techs were very helpful and sent me an email with a link to download a VSS (64) bit
    file.
    http://kb.macrium.com/KnowledgebaseArticle50010.aspx

They offered and I installed VSSfix 64bit updater files. This pertains to Volume Shadow Copy. Don't think
this had any effect on my issue(s).
So I have my Win 10 restored to like it was earlier with a non functioning screen saver -
With reset - It was working but had to reinstall a lot of files and re tweek win10.

    It Now Works

Screen saver WORKS! I removed the Nvidia Shadowplay software and lo and behold the screen saver works.
I remember installing that a week or so ago and thought I try to remove that and when I did the screen saver in now active. Wo Hoo!!!!!

Whoever came up with this fix, for the screen saver in Win 10, I've tried EVERYTHING I could find on the internet! I mean EVERYTHING. Nothing was working, unplugging, updates, cking files, etc, etc. When I read this, I said, what the heck, I'll give it a try. & WOW! It works again. My screen saver works! Thank you, thank you, THANK YOU! I haven't had it working for, like a year. Was turning off the screen when I'd leave the computer for some time. Now I don't have to worry anymore. It's WORKING! Again, thank you for whoever discovered this fix!!!

Change Screen Saver Settings in Windows 10

    For the future reference:
    Code:
rem 0 - No screen saver is selected / 1 - A screen saver is selected
    reg add "HKCU\Control Panel\Desktop" /v "ScreenSaveActive" /t REG_SZ /d "1" /f

    rem Specifies whether the screen saver is password-protected / 0 - No / 1 - Yes
    reg add "HKCU\Control Panel\Desktop" /v "ScreenSaverIsSecure" /t REG_SZ /d "0" /f

rem Specifies in seconds how long the System remains idle before the screen saver starts
    reg add "HKCU\Control Panel\Desktop" /v "ScreenSaveTimeOut" /t REG_SZ /d "250" /f

    rem Screensaver - Mystify.scr - or the path to yours - "C:\Windows\PONY_ALL_NO_SOUND.scr"
    reg add "HKCU\Control Panel\Desktop" /v "SCRNSAVE.EXE" /t REG_SZ /d "Mystify.scr" /f

Just so you know, I was talking about the "Nvidia Shadowplay software" settings. I know how to setup screen savers!
