Windows 10 stuck on High Contrast #1 Theme

Windows 10 version 1803 always boots up with the High Contrast #1 Theme set?
note 1:Themes were working fine up to the version 1709 update?
note 2: I was forced to re-install after a crashed disk and again themes worked fine up until version 1709. This is a clean re-install of Windows 10 and only Windows 10.
I can of course manually reset themes after ever reboot, but that only works until the next reboot?
I was wondering if its possible to write a script that will automate re-setting the Windows 10 theme so I do not have to do it every time I reboot.

I can not fix Windows 10, but maybe I can implement another work around? Any ideas?

I know that double clicking on a theme file sets the theme, but how do you tell Windows 10 to double click a file?

I bet Windows 10 is using a PostMessage rather than a SendMessage to set the theme and that is why it is failing.

I have discovered/created a batch file that sets the theme.
    ---------------------------------------
    C:\WINDOWS\system32\rundll32.exe C:\WINDOWS\system32\themecpl.dll,OpenThemeAction %localappdata%\Microsoft\Windows\Themes\Easy_Blue.theme

    TIMEOUT 1

    TASKKILL /F /IM systemsettings.exe & close window

    exit
    ----------------------------------------

I now need to figure out how to get Windows 10 to execute it.

    I added set_theme.bat to "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp"

Windows 10 takes a lot of time to execute the bat and it scared me when my screen finally went blue. I had assumed it did not work. (sort of a failure)

I decided to add a task "Reset Themes" on "User Logon" to the Task Scheduler to execute the bat file. Task Scheduler can also pass a parameter to the bat file which could be the theme name.

It worked. This is not a solution, but a work around.
