Aero Glass for Win8+
Written to support Aeroglass (translucency), the tool is effective without that.
In these examples I've not bothered to disable Aeroglass.
Examples:

Note the tool also offers a caption colour change- this seems to work in some cases.

I did look through the color settings in registries and they seem all the same btwn 1803 and 1809...
I'm curious.. the "accent color".. is there a section of registry that controls that and the colors it assigns (to title bar - including FF menu bars normally - start, action center, taskbar etc)?
Hi, you can find out what changes in the registry when you make a change using a free tool - Regshot
Run it, click 1st shot, wait...wait... (3 mins maybe)
When it's ready, make your change.
Then click 2nd shot, wait...
When ready, click compare.
Browser shows changes, categorised.
Best to have little activity when trying this to reduce report, which is normally about 1 page.
I tried the aeroglass tool (from others etc) run as admin and same thing.. changes it temporarily.. if I sign out/in it is back to the dark blue.
I think I'm going to explore what's going on in the registry over next few days and see if there is something I can find different. It would be great if I could have it behave like 1803 and earlier this way FF is colored the same too.
If not I think maybe I'll get help with user chrome code for FF. I can make the menubar and tab bar light blue..with code I found.. the exact hex color.. but the menubar text and tab text stay white (as if it is still acting like the color is the dark blue hence the need for white to see it). Have to find code that colors that text black. I can do a trick and put any theme there In FF and then use the userchrome file and the theme seems to lend black coloring to the text of the menubar, tab text etc but I'd like to not use a theme since it changes FF launch behavior slightly.
This suggests you have another Windows setting that overrides that. I've clearly demonstrated it's possible to make the change and keep it. I tried it like that and in various combinations and it doesn't seem to matter in terms of tool setting not sticking though deselecting title bar makes it white.
Anyway, I think I'm going to explore registry as I have time and see if I can find something different since having FF behave similarly would be great in addition to title bars.
FF is non-standard so is one of many possible exceptions.

Ok, I'll try and see if I can find out more with the registry tool as I have time over the next week or so.
Added: I'm also going to look at the FF/userchrome stuff as well.

I don't think HKCU\Control Panel\Colors has much effect on anything anymore.
Set your desired Taskbar/Start/Link colors via settings as usual, then open Regedit and navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\DWM
The value named 'AccentColor' controls the Title Bar colors. Also, you can create a value named 'AccentColorInactive' and this will give inactive title bars a color other than white:
The values are DWORD with format of ??BBGGRR
?? = Transparency?
BB = Blue value
GG = Green value
RR = Red value
