Desktop does not keep my image (age-old problem)

I upgraded to v1809 yesterday and since then I cannot change my desktop image. I can, actually, but in two seconds it reverts back. I have tried lots of things to make it fluid again, but nothing seems to work. Open to suggestions

    Reverts back to what?
Where is the image file stored?

To another image... actually one of mine which I think Microsoft synced in. I am using a local account, I have the feeling that if I use a Microsoft account I could beat this. But isn't there another solution?

Is the changing computer set to sync from another device's settings? Perhaps logging in with the MS Account, then changing the background, then reverting to local account login might do the trick?

Logged into Microsoft account and could not change anything, in fact it was worse, got that typical message: some settings are set by your organization... bla bla bla.

Is your system part of a domain? The organization message may indicate that a registry or group policy setting is blocking your change.

Can you rename or remove the file for the image file the system reverts to?
